Syllabi are constantly under assessment and review as the technical and stylistic requirements of the time change, and even as it becomes obvious that the 'links' between grades may not be very clear several of the grades I did no longer exist - they've been completely turfed and re-written!
Now, as a student, it's very useful to follow how someone else 'thinks' because it's assumed they have a better idea of how to get from point A to point B than you do. I am not clear whether this type of credential is mandatory or voluntary. However, these teachers are in the minority unless they are the professional-dancer-come-dance-teacher route - with so many "qualified" teachers available, most parents elect to send their students to a teacher who can offer them the opportunity of being externally assessed.
Even if a teacher is not 'qualified' per se some syllabi don't offer 'teaching qualifications' it's common for studios to at least ask prospective teachers about their training background and exam results to build a picture of how 'far' that dancer has come along. Again, the easiest similarity is any ballet syllabus RAD, Cechetti, Vaganova etc - there are just more tap and The Truths Outside My Door - The Marvelettes - In Full Bloom syllabi out there, that's all.
Exam results won't guarentee quality but they're at least an indication of dancing ability. Some syllabi offer 'Associate' membership in addition to 'Teacher' qualifications, junior teacher That Lover - Laetitia Shériff - Codification, etc.

The reason for this is to protect the copyrighted material and to preserve the quality control of the teaching of the syllabus. Syllabi are not exclusive to tap either.

I just asked my mother if she would have ever sent me to a school where the teacher was not certified by any association, and her answer was no, unless she had a trusted opinion from someone who knew a lot about dance that it was a good school.
Of course, this doesn't mean that independent teachers are bad, or that syllabus-run schools are better, or anything like that. There are some really excellent independents, including ex-professionals or people teaching a method that doesn't have a set syllabus eg Vaganova method for ballet. It gives parents at least a starting point if they don't feel expert in assessing the quality of dance teaching.
Certainly for ISTD, only fully qualified teachers may enter students in exams, and when they do so they have to submit their teacher number as well. The performance of the students in the exams is registered against that teacher on an ongoing basis. I don't recall what happens Irish - Al Gilbert - Graded Tap-Dancing Technique For The Whole World: Grade 3 performance from the same teacher is deemed to be insufficient, but I'd imagine it could go so far as revoking the teaching qualification.
By no means a perfect system, but it's something at least. I'll be assessed on these things even for my foundation exam, and again before qualifying fully as a teacher.
I have no doubts that the US would benefit from a similar type of organization. The quality is not state-of-the-art and some of the tapping sounds were dubbed in. It appears to me that the Al Gilbert system became much less popular after his death. My first tap instructor used the Al Gilbert system, and I thought the content was very comprehensive and very useful. I know other instructors who use parts of the Al Gilbert system, but seldom mention his name.
To the best of my knowledge, there are no plans to update or expand the Al Gilbert system. The Al Gilbert system could be used as the foundation for a tap syllabus if someone who had the legal rights to use his material was interested in developing a tap syllabus and then forming an organization to regulate how the syllabus was used. I doubt that this will happen anytime soon.

It should be a supplement, but it is a better crutch for a teacher that doesn't have much experience teaching tap and will keep the kids on track, but it will not make kids Irish - Al Gilbert - Graded Tap-Dancing Technique For The Whole World: Grade 3 love tap dancing.
The music is awful and if you use the voice guided system the kids will want to poke their eardrums out. I grew up with Al Gilbert and learned times more from my tap teacher in Phoenix who never once used Al Gilbert. She actually knew him, but his voice drove her crazy. You can be a good tap dancer and teach kids how to tap well without a syllabus.
I think some syllabus is great, but it is not the only way to train good tap dancers. Seeing that I am from the US and never taken a tap exam. I've listened to them for years.
